P-20

What is P-20?
P-20 is a data-rich longitudinal initiative that integrates relevant data about a student's education from preschool through graduate school or actual entry into the work force. A robust P-20 initiative system includes linked student records, teacher records, test scores, course selection, finances, certifications, licensure, salary and more.

How can SAS help with P-20?

Why is P-20 important?
This data has never been available before. Our nation is no longer well-served by an education system that prepares a few to attend college to develop their minds for learned pursuits while the rest are expected only to build their muscles for useful labor. In the 21st century, all students must meet higher achievement standards in elementary, secondary and postsecondary schools and thus be better prepared to meet the challenges of work and citizenship.

A recent survey on statewide data systems by the National Council for Educational Accountability found that although many states currently have statewide data collection systems, not one includes all 10 defined essential elements for statewide data systems that address the goals of the No Child Left Behind Act.

How do states benefit from implementing P-20?
Each state faces many challenges in its efforts to ensure the highest quality of education for students, such as:

  • The inability to evaluate the effectiveness of its education system longitudinally or historically.
  • A lack of information on where the state's most effective educational programs are.
  • An economic need to streamline funding to effective programs.

The primary advantage of P-20 longitudinal databases is that they can measure change. As a result, states will be able to:

  • Measure the effect of various factors on improvement in student achievement.
  • Estimate the overall effectiveness of individual teachers by examining their teaching performance over consecutive classes.
  • Examine the extent to which teacher effectiveness changes based on the teacher's level of experience or the class composition.

P-20 initiatives will allow state education agencies to optimize performance by leveraging the vast amounts of data that exist in education, eliminating data silos and working collaboratively as informed stewards of state and federal resources.
